They're scared and confused in most cases. The main problem is publishers have been focused on selling to retailers, not readers. With eBooks, that's out the window. Sales reps don't have to get Amazon to rack X # of copies of a book. The book is racked. Placement can help. Publishers have to entirely change the way they view their business model. Change is extremely hard. For invididuals and especially for large corporations. The good news is, it's easier for individuals-- ie the author.
